It's messed up, but we don't know the full story. The cop didn't start beating him once he was on the ground, instead he started an angry conversation. This guy probably did something to agitate the cop. That being said, he probably didn't deserve to be hit off the bike, and the cop does deserve a review and maybe a paycut.
